UNLOCK USER ACCOUNT (CMD)

LOG IN AS DBA

SQL> ALTER USER scott ACCOUNT UNLOCK;

AFTER UNLOCKING THEN CHANGE PASSWORD
SQL > ALTER USER SCOTT IDENTIFIED BY IKELOSTREET.
